CSPPPD
COMMUNITY SERVICES PROGRAMS FOR PEOPLE
WITH PHYSICAL DISABILITIES (CSPPPD)
The Community Services Program for Persons with Physical Disabilities (CSPPPD) encompasses three Medicaid Waiver Programs that provide a variety of services to persons with developmental disabilities (other than mental retardation), acquired disabilities and head injuries.
The OBRA Waiver
The OBRA waiver serves individuals with developmental disabilities other than mental retardation. An eligible individual:
- is a person with a disability that occurred before the age of 22
- has a disability that is expected to continue indefinitely
- has a disability that results in three or more limitations in the following areas:
- self care
- understanding and using language
- learning
- self direction
- capacity for Independent Living
- mobility
- lives in the nursing home and wants to transition to the community
The Independence Waiver
The Independence Waiver serves individuals with acquired physical disabilities. An eligible individual:
- is 18 years of age or older
- has substantial limitations in three or more of the following areas:
- self care
- understanding and using language
- learning
- self direction
- capacity for Independent Living
- mobility
- requires two or more services to live in the community
- does not require mechanical ventilator support
- lives in the nursing home and wants to transition to the community
The CommCare Waiver
The CommCare Waiver serves individuals with traumatic brain injuries. Those with other types of head injuries can be served under OBRA or Independence. An eligible individual:
- is 21 years of age or older
- has function limitation in three or more of the following areas
- mobility
- behavior
- communication
- self care
- self-direction
- capacity for Independent Living
- judgment, memory, and reasoning
- has a medical diagnosis of traumatic brain injury
- is not dependent on mechanical ventilator support
